When Connecticut Challenged Federal Power Over the Embargo Act

In the early 1800s, political tensions between Connecticut’s Federalist leaders and President Thomas Jefferson reached a boiling point. The conflict centered on the Embargo Act of 1807, a federal law that shut down American ports to international trade in an effort to pressure Britain and France during ongoing European conflicts. While intended as economic leverage, the embargo devastated New England’s shipping-based economy, leaving Connecticut merchants, farmers, and sailors struggling as ships sat idle and exports rotted on the docks.

Opposition in Connecticut was fierce. Newspapers criticized the policy, smuggling quietly increased, and local officials looked for ways around enforcement. The most dramatic pushback came from Governor Jonathan Trumbull Jr., who publicly declared the embargo unconstitutional and refused to enforce it. He urged other New England states to join Connecticut in resisting what he viewed as federal overreach, arguing that the state had a responsibility to protect its citizens’ rights and economic well-being.

Though controversial at the time, Connecticut’s stance marked one of the earliest instances of a state asserting “states’ rights” to challenge a federal law. The Embargo Act was repealed soon after, having caused widespread economic disruption without achieving its intended foreign policy goals. The episode remains a striking example of early American tensions between state and federal authority.
