THIS MONTH IN CONNECTICUT HISTORY

The First Automobile Speed Limit Law in America

In May of 1901, Connecticut made history by becoming the first state in the nation to pass a law regulating the speed of automobiles.

The new law set strict speed limits—12 miles per hour in cities and 15 miles per hour in rural areas—and required drivers to slow down at intersections and whenever they encountered horses in the road.

At the time, horses and carriages still dominated Connecticut’s streets, and the law acknowledged the uneasy coexistence between old and new modes of transportation. If a horse appeared startled by a passing car, the driver was required to stop entirely until the animal calmed down.

Though difficult to enforce due to the lack of accurate speed-measuring tools, the law carried serious weight: violators faced fines of up to $200—nearly $6,000 today. Connecticut’s pioneering legislation paved the way for the automobile laws we rely on today, marking an early turning point in American transportation.
