THIS MONTH IN CONNECTICUT HISTORY

Who Controls the Connecticut River? A Water Battle Between States

In the early 20th century, Boston’s rapid population growth created a looming concern: the city needed a much larger and more reliable water supply. Engineers proposed building a massive reservoir in central Massachusetts to serve the expanding metropolitan area. While the plan promised long-term water security for Boston, it also sparked controversy across New England because the project relied on diverting water from the Connecticut River watershed.

Connecticut officials quickly raised concerns, arguing that reducing water flow from the river could harm industries, transportation routes, and recreation that depended on it throughout the state. When Massachusetts requested federal permission to divert water, Connecticut responded with legal action that eventually became the case Connecticut v. Massachusetts, which reached the United States Supreme Court.

The Court ultimately ruled in Massachusetts’ favor, allowing the reservoir project to move forward under strict limits on how much water could be diverted. Construction continued throughout the 1930s, and by 1939 the massive Quabbin Reservoir began filling. Today, the reservoir remains one of the largest man-made freshwater reservoirs in the world, while the Connecticut River continues to flow through the region thanks to the negotiated protections established during the dispute.
